# AI Agents Explained: From Models to Systems That Run Enterprise Operations

By 2028, Gartner predicts that AI agents will be included in 33 percent of enterprise software applications, up from less than 1 percent in 2024. As adoption accelerates, it becomes increasingly important to distinguish AI agents from standalone models and traditional automation. For operations leaders, precision matters when evaluating how AI fits into complex, regulated, and high-stakes environments.

Understanding what AI agents actually are, and what they are not, is essential to making sound operational decisions.

From Models to Systems: What Makes an AI Agent?

At its core, an AI agent is not defined by the presence of a large language model (LLM). Simply embedding generative AI into a workflow does not create an agent.

An AI agent can be understood as a goal-oriented system that continuously interprets inputs and context from its environment, determines the best next step within defined constraints, and takes action using the tools available to it. Rather than simply generating responses, it operates in an ongoing perceive–decide–act cycle, which is what distinguishes agentic systems from standalone models or rule-based automations.

By contrast, an LLM on its own is a powerful reasoning engine, but it does not act. It generates responses when prompted, but it does not own goals, make decisions across time, or take actions in the world unless it is embedded within a broader system.

Agency Exists on a Spectrum

A common misconception is that systems are either agentic or not agentic. In practice, agency exists on a spectrum.

At one end are deterministic systems, such as rule-based automations that reliably execute predefined steps. These are highly valuable for repeatable, compliance-sensitive tasks.

At the other end of the spectrum are adaptive systems that go beyond fixed rules by maintaining memory, planning across multiple steps, and using a range of tools to complete tasks. These systems adjust their behavior based on context and incorporate feedback over time, allowing them to handle more variable and complex operational situations with greater flexibility.

Both ends of the spectrum involve agents in the technical sense. The main difference is how much independence the system has in decision-making. For enterprise operations, the most effective solutions often live in the middle, combining structured logic with selective AI-driven judgment.

Agency Is Not the Same as Autonomy

It is important for enterprise leaders to know the difference between agency and autonomy. Agency refers to a system that can work toward a goal and take action to move closer to it. Autonomy goes a step further and describes how much freedom that system has to decide how it pursues that goal without human oversight.

Most organizations prefer AI systems that operate within defined controls rather than systems that change their behavior without oversight, particularly in regulated, brand-sensitive, or high-impact environments. In practice, this means designing agents with clear goals, explicit guardrails, structured escalation paths, human-in-the-loop governance, and full visibility into decisions and outcomes so performance and risk can be monitored and managed.

Well-designed AI agents respect these constraints. They operate independently within boundaries, much like trained employees following policy.

Systems of Agents, Not a Single Brain

In real operational environments, value rarely comes from a single, monolithic agent. Instead, it comes from systems of agents, each responsible for a narrow goal and working together toward a broader outcome.

A modern incident-management system might include:

  • Intake and classification agent : interprets alerts or tickets, identifies severity, and detects duplicates
  • Context agent : pulls recent deployments, system health metrics, and historical incident patterns
  • Diagnosis agent : proposes likely causes and next steps based on similar past incidents
  • Coordination agent : routes the issue to the right team, opens collaboration channels, and tracks SLAs
  • Escalation agent : detects risk signals such as prolonged impact or conflicting data and hands off to humans with full context
  • This modular approach mirrors how human operations teams work, and it allows organizations to introduce AI incrementally with control and observability at each step. It also makes it easier to build human oversight directly into the workflow, with defined checkpoints, review layers, and escalation points across the agent system.

    Where AI Agents Deliver the Most Operational Value

    AI agents tend to create the most value in situations where judgment, context, and ambiguity are present.

  • Messy intake and triage : Interpreting unstructured requests and routing them appropriately
  • Multi-step resolution: Handling workflows that require reasoning across several actions or data sources
  • High-volume information extraction: Pulling relevant details from free-form input without repeatedly asking users for the same data
  • Long-tail scenarios: Addressing edge cases that are impractical to hard-code but still matter to customers or employees
  • Context-aware interactions: Maintaining continuity across turns instead of treating each request in isolation
  • Learning Systems: Detecting patterns over time
  • In these cases, AI agents reduce friction, accelerate resolution, and free human teams to focus on higher-value work.

    Where AI Agents Should Be Used Carefully, or Not at All

    Equally important is knowing where AI agents are not the right tool:

  • Deterministic, low-variance tasks where rules already work well
  • High-risk actions with low tolerance for error
  • Low-volume use cases where the return on investment is minimal
  • Poor-quality data environments where reasoning will be unreliable
  • A useful rule of thumb is to use AI where judgment helps, not where certainty already exists.

    The Operational Shift Underway

    AI agents are not replacing operational discipline. They are amplifying it. Organizations seeing the most success are not asking how autonomous they can make a system. Instead, they are asking:

  • What goals should this system own?
  • What decisions should remain human-controlled?
  • Where does judgment add value?
  • How do we measure and improve outcomes over time?
  • When thoughtfully governed, AI agents represent a shift from simple automation to operational intelligence. These are systems that act with purpose, context, and accountability.

    And for enterprise operations, that shift is just beginning.
